the two characters mentioned here today are each one of the strongest persons in their respective verses.

strength
Aizen would easily take this one because, although they don't show it soul reapers are capable of great physical feats. and I don't think Julius would be able to match up with the strength that Aizen has displayed in the series.
although it was after he fused with the hokyogu he was still able to use his physical strength to block attacks that would otherwise shatter mountains.
speed
Aizen is also far faster than Julius, he fought on par with Ichigo who was able to outrun Byakuya's Bankai.
not only that but he fought with Ichigo while he was far stronger than his original Bankai form.
IQ
I think it's safe to say that Aizen is the embodiment of what it means to be a genius, not just in scientific research but in manipulation and critical thinking.
it's now even a common meme that it was all part of Aizen's plan.
if you compare his IQ to Julius you'll find out that Aizen easily takes the win here and it's not because Julius is dumb, it's just that he has been far outclassed.
Ability
while both of them have very interesting abilities it's important to understand both of their abilities before making a valid judgment.
Aizen's
kyouka suigetsu is his Shikai ability that controls the five senses to the point that it can make the target misinterpret another person's form, shape, mass, feel, and smell to be that of the enemy. The initiation condition for the hypnosis is to show the enemy the release of Kyoka Suigetsu. After seeing it just once, that person will completely succumb to the hypnosis. After that, every time it is released, that person will fall under the thrall of hypnosis. The hypnosis is long-lasting, maybe permanent. When he turns off the hypnosis by force of will, the image shown melts away or shatters. Kyoka Suigetsu's Complete Hypnosis is absolutely flawless; even if the target is aware that they are under the hypnosis, they cannot resist its influence.
Julius'
Julius's magic allows him to manipulate, reverse, accelerate, stop and store time. He can also age someone to the point of death, heal a person's wounds and neutralize an enemy's spell by reversing it to a point before it was cast. His magic appears to have limits as he can't reverse time itself.
but anyway it's safe to assume that this battle will be an immensely short one.

Aizen isn't a carefree person that would go into battle without some sort of plan or idea and that is, even if we exclude prep time. he is still able to perform incredible feats with his high IQ
Funny enough, there's no possible way Julius would win because even if he was to stop time for Aizen or try to age him to death all Aizen would do is release his Shikai and it's the end. apart from that his speed and strength are far beyond what Julius can perceive. it would be a quick and easy victory for Aizen
