I've made quite a few posts related to this, like; best fire users, best string users best electricity users, and so on. But let's leave that aside for now and go into anime ice users.
Unlike string and electricity, there are quite some ice users in anime. Therefore I decided to rank them and give detailed information and an explanation of their powers/abilities.
First, let me say that ice carries a lot of potentials depending on how it is used. It can be used for both attacks and defense. And its attacks range from direct to indirect. It can also be used to a monstrous level. It is indeed a great element.

TOP 10 STRONGEST ICE USERS IN ANIME;
1. Aokiji
Devil fruit users have a great disadvantage, and that is the inability to swim in Sea water but aokiji has overcome that great disadvantage, he can freeze and walk on water thereby turning it into ice.
Aokiji is a logia-type devil fruit user. This means he can control the ice and also become ice. Therefore hitting him would be impossible.
Aokiji is so strong that when he fought against akainu the whole island became half-frozen half-molten. That is to say, his ice abilities have an incredibly great range and he can freeze almost anything and anyone instantly. The only disadvantage to his ability is due to natural phenomena. For example, fire melts ice and molten lava does that much faster.
2. Esdeath
She is a general in the imperial army. She derives joy from making people suffer in the belief of her father's saying "only the strong survive".
Since she took her father's words to heart she became cold-hearted and does not care for the well-being of others. Until she met Tatsumi, who she fell in love with.
Esdeath has an ice ability that can make her form and mold ice at will, she can create ice from nothing and use it to utmost perfection. Her greatest move/ability allows her to freeze time giving her a huge advantage over most opponents.
3. Toshiro Hitsugaya
Toshiro is the captain of the 10th squad in the gotei 13. He has a relatively small stature, and due to this, he has been mocked which made him cold-hearted.
During the zampakuto arc in bleach, when Toshiro's zampakuto saw him, it confirmed that someone that small cannot wield such power but it is in fact his power.
He has the strongest ice zampakuto in the soul society and a great amount of sword skill.
His Shikai (sword release form) can bring out ice slash and cut all enemies with precision. In his Bankai, he is stronger and faster and his ice ability is on another level. He was able to defeat Espada no. 3.
4. Todoroki shoto
Todoroki shoto is a student of the U.A academy for hero aspirants and the son of the number 1 hero (formerly the number 2 hero), endeavor.
When endeavor was still the no. 2 hero all he wanted was to beat all might, the no. 1 hero. He ended up treating his son badly in other to fulfill his desires. As such todoroki grew up hating his father. His quirk is called half-cold half-hot, it allows him to control ice on one side and fire on the other side.
Originally he hated his father's side; that is, his fireside. But then after confronting midoriya his perspective changed.
Todoroki is one of the strongest students in class 1A, he also has one of the best quirks in the entire series. His range in freezing is very huge, such that he was able to use ice to defend against the shock midoriya's shock wave attacks. He can also use his fire side to counteract the effect of freezing himself when using ice.
5. Gray fullbuster
He learned ice magic with Lyon under his teacher, ur. Because gray father was killed by a dragon and his teacher sacrificed her life to seal the dragon, he hated it with all his might.
Gray became a demon-slaying ice mage after defeating the dragon which took the form of his father, including keeping all memories.
Gray then became an ice demon to defeat E.N.D, the person thought to bring about the end of the world.
6. Rukia kutchki
She is a shinigami who made an encounter with Ichigo in the human world. She possesses a Shiki called sode no shirayuki, this Shiki is a different form that she labeled with dance and it involves freezing an opponent or bringing out a huge wall of ice.
In her Bankai(hakka no togame); she freezes whatever she touches because her temperature is so cold, it's almost at absolute zero.
Rukia is a master in kido, she can use high-level chants simultaneously.
7. Judar
Though he can use another element apart from ice, he specializes mainly in ice.
He can conjure up ice in the air continuously without tiring or weakening, he can also launch a stream of ice daggers at his opponent. Since he is a magi he has an infinite supply of magicules that surrounds us. He was able to defeat Aladdin and cause damage to his djin.
8. Ur
She was a mentor and a master to gray, since she didn't have kids she was more ked but she endured that easily. She has the same fighting style as gray; she can conjure up ice to make anything using the ice-make spell. She can make ice daggers and Spears and use them to attack opponents.
One of the training she gives gray was to be able to withstand cold temperatures.
She died using her life to seal a dragon that brought chaos everywhere.
9. November 11
This is a character not as popular as the ones listed before it but the abilities are no less.
November 11 is a contractor with liquid-induced cytokinesis. He can freeze liquid without coming in contact with it, he can even freeze human blood, he is also a strategist and a cool-headed person.
10. Sui
Sui is a character shown during the survival game; she shares a body with her dead brother and the two can switch anytime. While her brother controls water she controls ice she can freeze water instantly and use it as a defense or attack mechanism.
The only problem here is that she is not the violent type, she doesn't even have the guts to kill someone even when she's in danger, she just relies on her brother to get out of difficult situations. She joins the sunset Ravens in other to end the game they are playing by killing its producer.
